Dear Members & Pupils of the Selangor Bar,

Please take note that the Chief Judge of Malaya, The Right Honorable Judge Tan Sri Hasnah binti Dato’ Mohammed Hashim, has issued two notifications via email titled ‘Pelaksanaan Prosiding Mahkamah Sempena Penutupan Jalan Ketika Sidang Kemuncak ASEAN ke-47 pada 26–28 Oktober 2025 bagi Kes-Kes di Kuala Lumpur dan Selangor’ and ‘Pelaksanaan Prosiding Mahkamah Sempena Penutupan Jalan Bagi Tujuan Raptai Persidangan Kemuncak Asean Ke-47 pada 21 hingga 24 Oktober 2025 Bagi Kes-Kes di Kuala Lumpur dan Selangor’.

These notifications relate to the conduct of court proceedings for cases at the Kuala Lumpur and Selangor Courts in conjunction with the 47th ASEAN Summit 2025, which will be held from 26th to 28th October 2025 (Sunday to Tuesday), as well as the rehearsals scheduled from 21st to 24th October 2025 (Tuesday to Friday) and the associated road closures during this period. Below are the notifications:

16 October 2025:

Civil cases (including continued hearings, interlocutory applications, originating summonses, and case managements) that have been fixed for hearing during the said period may be conducted online via the Zoom application. Notices to conduct these cases online must be issued to the parties no later than 21st October 2025. However, all procedures for online civil proceedings must be in accordance with Practice Direction of the Chief Justice No. 1 of 2021 – Conduct of Civil Case Proceedings through Remote Communication Technology for Courts Throughout Malaysia.

For criminal cases, proceedings via Zoom are deemed less suitable due to the requirement for the physical presence of the accused, prison officers, witnesses, and the prosecution. Accordingly, such cases shall be fixed for case management for rescheduling purposes no later than 21st October 2025. The rescheduling will be done based on the year the case was registered and the priority of each case.

17 October 2025:

Due to road closures for the rehearsal of the 47th ASEAN Summit scheduled from 21st to 24th October 2025, the conduct of Civil cases online via the Zoom application as well as the rescheduling of criminal cases as stated in the earlier email shall be subject to the discretion and consideration of Yang Arif / YBhg. Tan Sri / YBhg. Datuk / YBhg. Dato’ / YBrs. Tuan / YBrs. Puan. However, advance notice must be given to all relevant parties.
